The EU needs a dramatic change of its "neighbourhood" policy. It’s time for her to build, but not alone, "a second Olympic ring". The EU, Russia, the USA and Turkey should together invite countries bordering the Black, Caspian and Mediterranean Seas to found a new Alliance inspired by the Steel and Coal Community and the Helsinki process.
