Letter to the Chairman of the Council of the European Union

In anticipation of the European Councils of March and June 2010, the Forum invites the Chairman of the Council of the European Union to strongly support the proposal to convene a CONVENTION to agree on the EU 2020 STRATEGY.
We are convinced that the only political space to develop such a program and to clarify the political, legal and financial means which are currently lacking in the European Union, would be a third convention, like those on the Charter of Fundamental Rights and the Constitution, with a mandate to draft a covenant / declaration / charter establishing a new societal and intergenerational pact and establish a framework agreement on its implementation (budget, indicators, etc..).

Several organizations and think tanks have submitted proposals to mandate, but the report on the Commission consultations ignores them!
